Abstract (English):
The article examines the current administrative legislation, law enforcement practice on bringing to administrative responsibility for petty hooliganism. Controversial aspects of the qualification of petty hooliganism are highlighted, ways of solving problems are proposed, for example, according to many experts, it is necessary to expand the signs of the objective side of Article 20.1 of the Administrative Code of the Russian Federation, this can be done by adding new signs or removing restrictions on existing ones. The criteria allowing to distinguish petty hooliganism from related criminal law norms are presented. It is noted that in order to increase the effectiveness of the implementation of administrative responsibility measures in the field of public order, it is necessary to improve the quality of law enforcement activities, as well as to clearly fix the circumstances of the committed administrative offense in law enforcement acts. These transformations will also significantly reduce the competition of norms in the field of law.
