DIAGNOSTICS OF ECONOMIC PROBLEMS OF PUBLIC-PRIVATE PARTNERSHIP IN ST. PETERSBURG

Abstract (English):
The article highlights the trends that have an adverse impact on the economic relations of the subjects of the public-private partnership in the system of ensuring economic security of Russia. The paper uses data that meet the criteria of objectivity, continuity, consistency and multifactoriality for subsequent express analysis. The criteria for the development of a relevant methodology for operational analysis were: saving time resources, increasing the reliability and transparency of management decisions aimed at developing economic relations in the field of public-private partnership, taking into account regional specifics. The objectives of the study were achieved by using the method of factor analysis by selecting the main components. The diagnostics of economic problems hindering the development of partnership between the state and business at the meso-level in the medium-term time period has been carried out. 16 indicators characterizing systemic economic problems of public-private partnership development in St. Petersburg in the period 2015—2021 were analyzed. Five significant factors were identified that explain 98 % of the total variance, and their interpretation was made. The essential factors are ranked according to their degree of significance. The SPSS Statistics software environment was used to carry out factor analysis by the method of selecting the main components. The hypothesis of improving the quality of managerial decision-making as a result of the use of the author’s methodology wears tested.
