AVAILABILITY OF INFORMATION ABOUT CHANGES IN LEGISLATION FOR EMPLOYEES OF THE INTERNAL AFFAIRS BODIES OF THE RUSSIAN FEDERATION (POLICE OFFICERS)

Abstract (English):
Observance of legality by employees of the internal affairs bodies is impossible without knowledge of the legislation of the Russian Federation, while not general positions, but specific norms of relevant regulatory legal acts. The volume of both federal legislation and legislation of the subjects of the Russian Federation has increased significantly over the past 10—15 years. Complication of legislation occurs simultaneously with the extension of the its volume: both blanket norms, which refer to by-laws, and norms, which regulate certain law enforcement issues quite scrupulously and do not allow discretion in their application, are included in legislative acts. New legislative acts (including those affecting several branches of law) are being adopted and at the same time adopted ones are being actively corrected. Such situation requires employees to monitor changes in legislation almost in real time. Taking into account the volume and speed of the rule-making process, employees of the internal affairs bodies can and should use various digital information resources currently available in their daily official activities, as well as in the framework of legal and official training.
