PUBLIC OPINION — CRITERIA FOR ASSESSING THE ACTIVITIES OF INTERNAL AFFAIRS BODIES AND THE NECESSARY ELEMENT MANAGEMENT SYSTEM

Abstract (English):
The article provides a meaningful analysis of public opinion, which, in relation to the organizational and management activities of the ATS, manifests itself in three aspects: as a criterion for assessing the operational and service activities of the ATS, as a form of feedback and as a means of combating offenses. Based on the analysis of theoretical material and legislation, the position is justified that the refusal to take into account public opinion and its exclusion from the system of criteria for assessing the effectiveness of ATS activities are premature in nature. Specific organizational and legal measures are proposed to consolidate, study and use the criterion of public opinion in the ATS management system. This will allow you to balance the aggregate assessment and focus not only on internal parameters (formal-quantitative indicators), but also take into account the opinion of consumers of law enforcement and services (external assessment) provided by the ATS.
