Abstract (English):
This article examines the historical beginnings of the preliminary investigation in the Russian criminal process. The author defines a number of conclusions concerning the development and prosperity of the preliminary investigation in Russia and foreign countries. In addition, based on the generalized information, the principles that are the beginning of the criminal process and the preliminary investigation in the Russian legal proceedings.
