Abstract (English):
The article focuses on administrative legislation as an important part of the legal system and its reform. It is noted that in the modern world, ensuring the protection of information about citizens when using electronic services and systems is the most important aspect of the reform. The author draws attention to the incompleteness of some of the reforms carried out in Russia, in particular, lawmaking in the field of administrative and administrative procedural legislation, raises the question of the need to finalize the draft Code of the Russian Federation on Administrative Offenses as an important tool of state control over compliance with laws and order in Russia. The amendments are proposed, which should be taken into account by the legislator in order to improve the effectiveness of the new regulatory legal act, its adaptation to changing conditions of public life. The factors complicating the implementation of administrative reform are highlighted. The importance of a broad public discussion and the need to consolidate the efforts of various representatives of the scientific community to find optimal ways of reform are emphasized.
