The article provides a doctrinal review of the Fifth Congress of Civil Law Enforcement Officers held at the Nizhny Novgorod Academy from the perspective of best practices in conducting such an event. The continuity of ideas, experience and problems in holding the congress of civil law enforcement officers is noted. Statistical data on the participants and topics of the congress are summarized, directions for the development of professional civil law within the framework of scientific and representative events in the law enforcement system are outlined.
