PROSPECTS FOR THE DEVELOPMENT OF CRIMINAL POLICY IN THE FIELD OF COMBATING RIOTS: THEORY, TECHNIQUE, PRACTICE

Abstract (English):
The article examines the problems of inoperability of the current criminal law mechanism for counteracting mass riots and provides legal and technical reasons for its imperfection. Events on the territory of the post-Soviet space are demonstrated, indicating the need to develop new legal and technical tools for combating riots. The article proposes the author’s model for improving the criminal legislation and interpretive practice in the area taken for consideration. The author’s hypothesis is presented that riots pose a threat not only to public safety, but also to the constitutional order and state security.
