In 2020 a significant number of amendments were made to the Constitution of the Russian Federation. The changes affected many areas of legal regulation, including the list of issues of local importance. The article attempts to systematically comprehend the failure of reforming the law enforcement system and the formation of new links in it without an approved concept. The experience of public authorities in the organization of municipal police is also evaluated.
