В статье приведены сведения о существующей системе государственного контроля за выбросами загрязняющих веществ в атмосферу предприятиями. Особое внимание уделено предприятиям первой категории опасности. В ближайшие три года около 6 900 предприятий будут обязаны получить комплексные экологические разрешения с установленными технологическими нормативами по загрязняющим веществам, выбрасываемым в атмосферу. Отмечено, что для перехода на новые принципы нормирования выбросов загрязняющих веществ имеется вся нормативная база. Процесс достижения технологических нормативов имеет переходный период, достигающий семи лет. Финансирование внедрения наилучших доступных технологий в переходный период ложится на бюджеты предприятий. В течение четырех лет после получения комплексного экологического разрешения, необходимо оснастить стационарные источники выбросов загрязняющих веществ системами автоматизированного контроля за выбросами маркерных веществ.

The article provides information on the existing system of state control over emissions of pollutants into the atmosphere by enterprises. Particular attention is paid to enterprises of the 1st category of danger. In the next 3 years, about 6 900 enterprises will be required to obtain comprehensive environmental permits with established technological standards for pollutants emitted into the atmosphere. It is noted that in order to transition to new principles of rationing emissions of pollutants, there is an entire regulatory framework. The process of achieving technological standards has a transitional period equal to 7 years. Financing for the introduction of the best available technologies in the transition period falls on budgets of enterprises. Within 4 years after receiving an integrated environmental permit, it is necessary to equip stationary sources of pollutant emissions by automated control systems with automated marker emissions.
