В данном исследовании проводится анализ сущностных характеристик стадии возбуждения уголовного дела и выделение проблемы лиц, участвующих в стадии возбуждения уголовного дела, выводы по которой проводятся на основе показателей аналитического опроса сотрудников правоохранительных органов, касающийся необходимости выделения данной стадии в качестве самостоятельной, а также правового регулирования прав лиц в стадии возбуждения уголовного дела и определения их процессуального статуса.

This study analyzes the essential characteristics of the stage of initiation of a criminal case and identifies the problem of “persons participating in the stage of initiation of a criminal case”, the conclusions of which are based on the indicators of an analytical survey of law enforcement officers concerning the need to allocate this stage as an independent one, as well as the legal regulation of the rights of persons at the stage of initiation of a criminal case and the definition of their procedural status.
