В статье рассматриваются основные нормативные правовые акты, затрагивающие вопросы защиты граждан от заболеваний, представляющих опасность для населения. Дается авторское определение противоэпидемических мероприятий с административно-правовой точки зрения. Приводятся аргументы в пользу внесения изменений в Федеральный закон от 7 февраля 2011 года № 3-ФЗ «О полиции». Исследуются ограничительные мероприятия в период пандемии и реакция общества на их применение. Рассмотрены проблема понимания правоприменителем правовых категорий, регулирующих противоэпидемические мероприятия, и возможные пути ее решения.

The article discusses the main regulatory legal acts affecting the protection of citizens from diseases that pose a danger to the population. The author’s definition of anti-epidemic measures from the administrative and legal point of view is given. Arguments in favor of amendments to federal law no. 3-FZ “On Police” are given. Restrictive measures during the pandemic and the reaction of society to their use are investigated. The problem of understanding by the law enforcement officer of the legal categories regulating anti-epidemic measures and possible ways of its solution is considered.
