Отношения в сфере охраны общественного порядка и безопасности наиболее тесно связаны с повседневной жизнью, трудовой и общественно-политической деятельностью граждан, с их правами, свободами и законными интересами. Именно поэтому проблемы охраны общественного порядка и безопасности находятся в зоне повышенного интереса органов внутренних дел, а также ученых-юристов, которые свое внимание акцентировали на определении объектов общественного порядка и безопасности, перечень которых в последнее время значительно расширился, что свидетельствует об увеличении потенциальных внешних и внутренних угроз для граждан, общества и государства.

Relations in the field of protection of public order and safety are most closely connected with the daily life, labor and socio-political activity of citizens, with their rights, freedoms and legitimate interests. That is why the problems of protection of public order and safety are in the zone of increased interest of internal affairs bodies, as well as legal scholars, who have focused their attention on the definition of objects of public order and safety, the list of which has recently significantly expanded, indicating an increase of potential external and internal threats to citizens, society and the state.
