TRAINING OF PERSONNEL FOR THE MINISTRY OF INTERNAL AFFAIRS OF THE RUSSIAN FEDERATION: PROBLEMS AND DEVELOPMENT PROSPECTS

Abstract (English):
The article is devoted to the evaluation of personnel system of the Ministry of Internal Affairs of the Russian Federation. General theoretical characteristics of the personnel system of the Ministry of Internal Affairs of the Russian Federation are given, the system of tasks of this system at the present stage of development is formed. Thanks to the theoretical and normative-legal analysis of the personnel system of the Ministry of Internal Affairs of the Russian Federation the place and the role of personnel policy in the system of unified state personnel policy has been revealed. A direct correlation between the efficiency of functioning of internal affairs bodies and the clarity, specificity, and quality of training of the personnel system has been established. Training of the personnel system of the Ministry of Internal Affairs of the Russian Federation is an organized and purposeful process of mastering and constantly improving professional skills, knowledge and skills that are necessary for the successful performance of tasks assigned to the internal affairs bodies of the Russian Federation. During the assessment of the internal content of the personnel system of the Ministry of Internal Affairs of the Russian Federation its principal aspects are highlighted, as well as formed directions of work with cadres of internal affairs bodies. In correlation of the theory of the question with the normative-legal regulation and the tasks of personnel training in the system of the Ministry of Internal Affairs of the Russian Federation prospective directions of development in this area have been determined.
